Rise Fall What were the reasons that led to the rise and fall of the BJP?
The BJP rose from nowhere in the 1990s to form a government under Atal Behari Vajpayee, that ruled India for six years and went down to a virtually non-existent Opposition in 2009.
What were the specific reasons for this rise and fall?

Reasons for the rise of BJP:
1. Progressive weakening of the INC.
2. PVNR in spite of being one of the best PMs, could not fill the gap of want of a tough leader.
3. A new trend or fascination for the people in communal politcs, without knowing the consequences.
4. Many Hindus really believed that they had someone by their side, only to be proved wrong later.
5. ABV was thought to be a leader par excellence as he was a very good orator.
6. The ABV - LKA duo was thought to be formidable.
7. Apprehensions about the capabilities of Sonia Gandhi.
8. Many thought a change was required.
Reasons for the fall:
1. ABV failed to deliver what he preached.
2. LKA's iron image went for a toss with the Kandahar episode.
3. Ram temple was never built.
4. The was no implementationn of uniform civil code.
5. Gujarat riots was taken very lightly which culminated in India's shame internationally.
6. The bus and train services to Pakistan proved to be a total diplomatic failure with the Kargil war.
7. Musharaf was invited for serious discussions but he went away after seeing the Taj, without discussing anything.
8. Poor international relations in the wake of Pokran II.
9. Extreme corruption like the Tehelka sting operation and coffin scam.
10. The rise of Sonia Gandhi to a too powerful mass leader.

I have a graph of an output voltage that starts out at 3V, drops to 0V, then goes back up to 3V, and it keeps on doing that. I know how to measure rise and fall times, but not rise and fall delays. I heard that these delays are measured at 1.5V, but I don't know which two points to pick to get rise delay or fall delay.
A delay is measured with reference to something else. Thus the delay would be the time from some event (perhaps a trigger pulse) to another later event (the outcome of the trigger). Whether the comparisons are made at 50% marks depends a little on the usage - what matters in the practical sense. It could be that the trigger occurs at 50% so that is a good point to use in that case, and the outcome may be valid at some other percentage - depending on the circumstance.
If it is logic states, the input on and off thresholds are defined, so an output being below or above these by a margin would make a reasonable definition of whether it is in a given state or still "in transition". The output is usually specified too in logic devices, so the margin is defined.
