Conflicting sources on who buys government bonds?
As I understand it, when Congress wants to increase the size of the national debt, they can issue bonds. Now... one source tells me the largest buyer of these bonds is the Federal Reserve. The Fed pays for these bonds with new money.
Now another source tells me that the Fed is forbidden from actually buying and selling from the Treasury directly. This source says that the Treasury sells these bonds on the Open Market and the Fed can then buy these bonds on the open market (from authorized dealers) with new money.
So.....which is it?....Can the Fed buy Treasury Securities directly or can it only buy them through the Open Market "middle man".
My understanding is that the fed can directly issue and call bonds. The FED may transact Treasuries directly with the Treasury Department but typically does not do this except in the event of refunding its earnings from its Treasuries back to the government since these transactions are typically done with the primary dealers such as JP Morgan, Goldman Sachs, Citigroup to manipulate, and usually increase, the money supply of dollars, which is the Austrian definition of inflation.

Does anyone know how much this is worth?
I recently found this coin lying around. I looked online but can't seem to find any website that shows it. Also, does it have any worth?
Description- Copper, same size as a penny. One side says "Treasury" on the top then two stars to either side and along the bottom curve: "United States Mint". In the center is a circle with a shield in it. On the shield is a scale, thirteen stars in a "Uncirculated" along the top and "Philadelphia" along the bottom. In the center is a large "P".

I would visit the public library in your town and get a coin valuation or collectors book. They have more information than I can find here.
Having watched the Antiques Road Show for many years , you need to be wary of anyone who offers to buy it until you know if it is valuable or worthless.
